Artifacts Problem. Looking for help

I usually sharpen my images before I upload to Adobe.  Here is one of my images rejected due to artifact problem.  I thought it needed to be sharpened, perhaps it was too much?  I have the original image without sharpening.  Can I resubmit?

To my eye that appears oversharpened.

Yes, you can resubmit, but I'd do a less-sharpened version.
