Below impage rejected - Can someone explain

Can you post the reason that came with the rejection? Artifacts, Technical Issues, etc However to me it looks like Image our of Focus - your image is out of focus! It is not sharp! Did you handhold this? As it looks to be an evening shot, the shutter speed is too low for a handheld shot, so you have camera shake. In this case, you will need a tripod or a stable surface to take the shot.
