Topaz Gigapixel AI. I've come across nothing else that works as well.

I second Gigapixel AI. But don't overdo it. Upscalers amplify every pixel, including defective ones. For best results, start with clean, well-edited images. Upscale only to the point where you achieve acceptable quality, then back off.
