The non-conforming rejection refers to the white border around the photos.  As @RALPH_L there can also be technical issues with the photos as well.  Here are some resources you might find helpful:

Crop off the white borders and review your photos at 100%-200% magnification to check for focus, noise, artifacts before you resubmit.  I hope this helps.

Non-conform or Technical Issues?

Both are poorly focused, poorly cropped and have exposure issues.

When cropping, do not cut off objects and do not include objects that are not important.

Make sure that highlights and shadows are properly exposed.

Use a deep enough depth of field to keep your subjects in focus.
