Can an expert tell advice me Why adobe reject this back ground

Adobe says , this is rejected because ,

 

- Non compliant use of another artist’s name.

- Undeclared Generative AI Content.

- Content not compliant with overall guidelines:

 

But ,  I created this using Photoshop using layer blending, and gradients can any expert here kindly advice me onthis.

There is a line at the top that will be seen as part of a frame. That is a non-compliant refusal. 

 

(BTW: the header of the refusal is enough. The content is stock text, that is not exactly targeted to your asset, but describes in general terms the most obvious reasons for this refusal).
