It's rejected among other things because because the white dots are not even and in line and the biggest 'gear' in the hat are kind of half doubled. And as Daniel mention - drop the text. Did you make the motif on the ornamented fra yourself ...?

Remove the text. Let the buyer add what they want. If you need to give it some context, do so in the title.
