Can someone give me a reason why Adobe would reject this photo.

Offhand, I'd say the subject is probably not in high demand.  And this is from someone who used to work as tour guide at an undersea aquarium .  Some sea creatures have a face that only a mother could love.   As for photo quality, I think it lacks adequate sharpness around the top.  But that's just my opinion.
