Could you please provide with the reason of the decline?

Hi Julia,

There are a number of issue with this file. It would appear you did not do any post processing. In case you did not, Post processing is required for corrections such as grains/noise, exposure, white balance, etc. 

In addition to the white balance issue, the file is underexposed.

It is also noisy, both color noise and chromatic noise.

There is a purple color fringing on the edges

Please zoom your photos to between 100 and 200% to inspect for errors, and make corrections using a photo editor before re-uploading.

Adobe gives you a reason for the refusal. Please add that always to your question, as it gives hints to where to look. In your case it's very probable that the refusal was for technical reasons.

What was the stated reason for rejection?

 

If I had to guess, I'd say it was rejected for technical reasons.
