Is creative cloud bonus program available for stock contributors in year 2025?

For 2024 it got announced in 2025. And the conditions are risking to change, as they changed each year since the start of that program. I suppose that they have a budget, and tzhey fiit the conditions to that budget. Thjat may also be the reason for the late announcement.
