The winged statue was captured at the wrong  time of day. The spotlights create hot spots and deep shadows. In daylight you would be able to use a wider aperture to blur out the distracting background. Nevertheless, you would probably need a property release from the artist.

Besides different other troubles, like exposure, composition etc, you have artefacts from compression, noise reduction and sharpening:
