Denied photos

This photo was denied and I'm very proud of it. What can I do to improve chances of it being approved?

It's a lovely scene, but no amount of editing is going to make it acceptable to Adobe Stock. It's quite underexposed, but brightening it reveals the extreme amount of noise in the water and the sky. There are artifacts, it's not sharply focused, and there is chromatic aberration. Attached is a crop of the upper left section of sky in which the noise is quite evident.

Thank you guys for the advice.  I'm an amateur so I really appreciate all the constructive advice.  I took the photo on a long exposure in the evening as the sun was setting.  I made a few adjustments.  Thoughts?

Like Jill said, I just don't think this photo is fixable. If you zoom in on the details, there's still quite a bit of noise in pixelation.

 

I'm still baffled as to why there is so much noise.  100 iso on a 5dIV should be pretty clean if exposed right.  Although now that I think about it, 30 seconds is usually the max shutter speed so I'm wondering if a longer shutter speed was needed?  Did you have to adjust exposure much during editing?

 

And in case this wasn't already known, you'll need a property release for the boat and maybe the dock if you are able to get around the technical hurdles.

It was getting pretty dark. I didn't have to adjust the exposure very
much. I also had it sitting on the edge of a deck because I was on
vacation and didnt have my tripod. Also, I was not aware about the
release. But, I did meet the owner and even sent him the photo, so I
should be able to get the release no problem.

This photo is pretty cool!  It has a lot of technical things going on with it though.  There is a lot of noise in the sky and noticeable hot pixels, the photo looks underexposed to me, and the lighter portions of the histogram don't appear to have any information in them.  There is a noticeable halo between the sky and and the land behind the boat.

 

I'm a bit surprised with the amount of noise this has with the settings and equipment you used.  Did this start out pretty underexposed?
