The large blownout highlight and the underexposed areas are what I'm assuming earned the rejection. Sunsets are very over represented in Adobe Stock in general,and need to be unique and perfectly executed in order to be accepted.

Details are lost in both the highlights and shadows. You underexposed. You do not underexpose to capture highlights. Also you need to avoid shooting in the sun. that is one of the first instruction I see in my camera manual. Details are very important for stock photos. Also, I suggest you participate in a photography course. There are good courses on LinkedIn Learning. 

Also I suggest you look at how to create better photos for Adobe Stock.
