The picture is underexposed, the sky is indeed a bit uniform, the picture is missing contrast, but the really big problem in this picture is the processing:

There is no fine detail left, which lets me assume that this is a small sensor picture, taken with a phone or similar. This will make it very difficult, if not impossible,  to correct this picture and get it passed.

What was the refusal reason Adobe did give you? Copy paste the header here. 

This appears to be a mobile phone image due to the lack of detail as a result of the small sensor. Where there should be sharp detail there is instead just blobs of color. The sky is also overexposed, and as @RALPH_L  indicated, the distracting wires could have been edited out.

Lack of contrast and poor cropping.
Too much white sky and the wires are disturbing.
