Downloaded an image that was not vector even though it said so

I downloaded this image that said it was vector/eps. I opened it in Illustrator and it is only an image. I double checked the layers and there are none. How can I get my credit back? This image is of no use to me not being a vector. It was clearly mislabeled.

    Are you sure you downloaded the correct file type?

    The common practice is to notify Contribut1. Contacting support is usually not necessary and would probably result in a delay.
