I assume this was rejected by Adobe Stock. It's noisy and the birds are not in focus.

Noone has mentioned that model releases are needed for at least 2 persons when the photo is lightened. 

There are at least three water drops on the lens that must be removed.

The portions that are cut off on the left and right sides need to be removed. I.e. the arm on the right.

Here is a quick example of what can be done:

Not enough light which causes noise.

This would not be suitable for commercial print purposes.

 

Adobe Stock customers expect the highest visual and technical quality for use in commercial projects.  Read links below for more on what's expected.

 

Also, all recognizable people would have needed to sign Model Releases.  In crowded situations this can get complicated.

Your picture is noisy, underexposed as shown on the histogram:

 

, has a white balance problem and you have colour clipping:

If it would not have unfixable technical issues, you would need a model release from every recognizable person in the picture.

Very bad light. It's extremely difficult to shoot photos in these conditions.
