fire fighting plane dropping retardant and coming out smoke from a range fire

I am having problems understanding what why few of my images are rejected. the attached image is of a plane that had gone through the smoke from a range fire. Naturealy with the smoke that the plane is going through it causes the surrounding skies to look grainy. I cleaned up as much of the grain as I could and still was rejected. What do I do?

I don't know what you did for clean-up, but the chroma noise is quire prominent. In addition, as @RALPH_L correctly mentioned, do you have artefacts around the plane:

This and the high underexposure make it difficult to correct this asset to a level that it gets acceptable. In addition, @Jill_C said, you also have a focussing problem.

 

You removed the EXIF data, but looking at the propellers, I suppose that the shutter speed was too high.

 

It would still be a nice picture for the (local) newspaper, but not for Adobe stock.

Underexposure overall. You have to brighten up the image a bit.

It's a challenging photo due to the atmospheric conditions and diminished light. 

Photoshop's Histogram Panel shows where the highlights drop off.  See screenshot.

The images appears to be underexposed overall, with a significant amount of chroma noise in the sky. The plane is also not sharply focused.
