As for the answer from @frankh80664222 , you should check your assets and you will see that refusals are probably for cause and not erratic.

The reviewers at Adobe are completely overloaded by the flood of AI images. This has led to extreme inconsistency. Complete batches with completely different images are now being rejected, so it's certainly not always down to the image. The acceptance process at Adobe has become a lottery, but I'm sure you know that from other agencies as well.
In the case of this image, it could also be that you have chosen a very frequently used motif and the market for this is oversaturated.
