It's underexposed and the depth of field is a bit narrow. You might have gone in a little too close, thus compromised the depth. You could use post processing to up the exposure and resubmit to see if it'll be accepted.

Perhaps the Moderator selected the wrong rejection reason. As @Ricky336 indicated, it's underexposed. The DOF is also too shallow, rendering most of the image out of focus.
