You have no control over what assets get nominated or selected for the Free Collection. Just keep generating high quality images with commercial appeal, and some of them will get nominated.

You asked two questions I have answer for one and request the experts to answer me the second, As a vector Illustrator (this can work on any niche) on Adobe Stock, I found out my assets which get  1-4 downloads are often nominated for the free collection, so you can work on quantity (please maintain quality as well) so that more images get downloaded more than 1 or more times. More nomination is equal to more free assets selected. Okay now the question for the experts working on Adobe Stock for 3 years now, 1st year, I got $5 for each selected asset (No perpetual thing was there), 2nd year was also the same but this year Adobe Introduced perpetual and said to give $10 for the assets which are marked as perpetual (please explain perpetual first) and the assets which were marked for 1 year said to be getting $4 per asset but got only $3.4 per asset, So what's going on.. last 2 years I got proper $5 per asset for one year but this year got $3.4 but $4 was promised.. All my fellow contributors also got $3.4 only for each asset, can't tell for perpetual as no one in my circle marked that. Thanks For The Support 😊
