They replied from support saying:

As part of our continued efforts to maintain a diversified, high-quality collection, we’re updating our submission limit policy on Adobe Stock.

You may have reached the maximum number of submissions allowed and are experiencing a temporary pause before you can submit more content. Once your pending submissions have been assessed by our moderation team or your weekly limit resets, you'll be able to resume submissions.
We encourage all users to be intentional with their submissions and avoid uploading near-identical content. This ensures your most unique and compelling work is visible in our collection.
We appreciate your contributions and look forward to seeing your future submissions.

However, they didn’t specify what the actual submission limits are.
