Could someone please point to what could be getting my photos rejected for "Intellectual Property"?  I've discussed releases with the local fire department chief and he told me that they are public figures and no releases are needed to sell photos of the fire department and its representatives in public as they are public servants.

The problem is that your fire chief's policy is not the same as Adobe's.

Perhaps if you could get his statement in writing, that would suffice. But perhaps Adobe would require model releases regardless.
