You got probably confused.
OP asked for PSD files instead of PSDT files. That was the only issue here. Adobe accepts PSDT file, but only from select contributors. Those contributors get an invitation and special instructions for uploading their content.

At the moment, we’re sourcing design templates from a small group of artists and agencies — we’re not accepting submissions from individual contributors at this time.
