How can delete history design not accpeted?

No you cannot delete the thumbnails from your "not accepted" tab. 

It's possible. They are there to remind you, or perhaps the moderators, of previously rejected assets what you have previously submitted. They can help assure you do not submit them again unless you edit possible errors.
