How Much Editing is Too Much?

I've had several photos rejected for "Quality Issues", this one here as an example.  I did very little or no cropping and the files sizes were sufficiently large.  I did go through a process for all to adjust for white balance, white point, black point, exposure, highlights, shadows, contrast, clarity, vibrance, and sharpening.   Am I over-editing causing these "Quality Issues"?  How much is too much, or is there such a thing??

You have artefacts and the asset is not as sharp as it should be. 

 

And for sure, you can over-edit an asset. But with this one, I suppose, the asset was badly exposed to start with.

Focusing issue. Also, I opened the shadows a bit.
