How to Start 2 Accounts In One Person?

I am planning to manage two accounts on Adobe Stock, for which I have created two Payoneer accounts. I intend to operate both accounts on different devices. Currently, one of the accounts is active.

 

My question is: Do I need to use separate Wi-Fi networks or IP addresses to run the second account, or is it possible to manage both accounts using the same device and IP address? 

 

If using the same device and IP address is not advisable, what is the best approach to manage two accounts? I would greatly appreciate your guidance on this matter. Thank you.. I intend to operate both accounts on two different devices. Currently, one account is active.

You can no longer have two accounts, period. They are no longer allowed without special permission, which I suspect is very difficult to obtain.

Okay, if I use a separate phone, a separate IP address, and a separate Payoneer account, will that be okay?

And still start a second account, with a different email address? Your tax info will still show Adobe that you started a second account, and one or both will be deactivated.
