Trying to submit pictures, and asked to select pictures containing a cat, but it keeps repeating the same thing over and over again

Clear cache and cookies.
Disable browser add-ons.
Check your firewall settings.

Every so often, it helps to check with a different browser or a different network (home, office, cell).

Make sure you do not have an ad blocker extension and that you are not using a VPN. This has helped some contributors.

Using a VPN should be transparent to the browser. I do not see an issue with that. Indeed, on my professional laptop, I was working all times with a VPN enabled.
