Read the Adobe Stock Contributor Agreement before you go any further. Editing and uploading images that you found somewhere online is a big NO.

If you want to upload an image, you must be the legal owner of it. This means that:
You must have taken the photo yourself or create the image from scratch (illustration, design, AI.)
Even if you edit an image from a free stock photo website, it doesn't give you ownership. Adobe requires contributors to have 100% of the rights to their content.

We might be confused: I'm thinking you want to upload your images from your low-quality camera to the free asset collection, is that correct? Then the answer is no, free images are nominated and chosen by Adobe from previously submitted assets. You can't just upload them and designate them for the free collection.

Ypu cannot upload other peoples photos even if you edit them. You must be the sole owner.

You would need to check the terms and conditions stipulated by ChatGPT if they allow if they allow commercial use. Adobe does not care what app creates the assets.
