I dont understand the rejection reasoning

What am I missing because one of these 2 where approved the other one rejected because of Intellectual Property Violation

I am curious if that is the reason, because I've had this and other nighttime shots accepted by other stock photo services without PR.

I think PhotoGP is right. I don't know why other stock photo services accepted the photo.
