Does your account contain more than USD $25?
Has it been more than 45 days since your first sale?
Did you verify that your PayPal, Payoneer or Skrill account is able to receive royalty payments from Adobe? In some regions, you may need a Business Account.
Did you try using another web device that doesn’t have pop-up or script blockers?

When you make a payment request, your account shows PENDING until the transfer is made. Allow 10-12 business days to receive your payment.
