How do I upload my ID or passport to my contributing account ?

and I live in a country that does not have a tax agreement with the United States
As for my main country for which I have a passport, it has an agreement
Can I fill in the evidence in the country I am from instead of the one in which I reside?

You pay your taxes in the country of residence.
