Illustrator file size.
Vector...art.
Landscape illustration letter size template.
No rasterized images.

The file size does not hit the minimum requirement for size...

Any ideas ...on how to increase file size with the settings ?

There is NO MINIMUM SIZE. Here are the requirements

Submit with the following technical guidelines:

AI, EPS and SVG formats only
Recommended artboard minimum: 15MP (megapixels)
Maximum artboard resolution: 65MP (megapixels)
Maximum file size: 45MB (megabytes)
Document Color Mode: RGB
Artboard offset: (0,0) upper-left corner

Perhaps you don't realize the difference between megabytes and megapixels? Or perhaps you have a different set of rules (this would not be surprising, Adobe can do this sort of thing), please share them.
