The image is noisy, underexpose and not in sharp focus. Also, there is a white balance issue, the framing having a green cast.

Why is that a WhatsApp image? You should post the asset as submitted, WhatsApp processes them. You should also indicate the refusal reason given by Adobe, even that here it's probably obvious: Quality issues.

You also will need an IP release. The sign is the main subject of this photo. If it is removed, the photo looses its meaning. The sign belongs to the designer. It is no different than photographing a Coca-Cola bottle and trying to sell the photo.

Adobe Stock is a global assets service.  It's where serious professionals source commercial quality artwork for use in professional projects.
