Hi, could anyone tell me why this image isn't being accepted? Apparently it doesn't meet the quality standards, whatever those are...

I agree with @Abambo. Noisy and overexposed.

It would be helpful to include the camera settings and other exif data, that can often be used to better pinpoint a solution.

 

In addition to whats already been pointed out with focus/noise/exposure, the birds flying around are blurry.  You would also need a property release for the boat if you get past the technical issues.
