You can't improve this picture, as it is over processed, is full of artefacts, has washed out colours and missing detail and all a lot of compression artefacts:

In addition, your picture is highly underexposed as shown by the histogram:

 

You also would need to edit out these identifiers (IP issue):

 

You didn't include the EXIF data, but my guess is that you used a small sensor camera and in camera processing. This is fine for your holiday snapshots or a newspaper snapshot, but not for stock, where you need to have clean pictures for all uses.

thank you for the detailed explaination. and yes i did shoot this photo from an mobile phone (Huawei Y9 prime) and this photo is imported to camera roll from snapchat. i felt that this shot was cool.

The shot is nice, even that the tent to the right is somewhat too near to the border. But the quality is not enough for Adobe stock. As I said, in a newspaper it may be used for an article on this ship and how it comes that it is stranded there because there the news effect is more important than the quality issue. But it's unfortunately not fit for stock, and especially not for Adobe stock. Adobe stock is known for its stringent vetting.

The file I received on my end is less than 1 mb, and photos must be at least 4 mb to submit.  It's my understanding that it's not possible to upload an image under 4mb.  

 

What rejection reason was given to you?  Intellectual property?  Technical Reasons?
