Image rejected for being "Non-Compliant" - no idea why.

Can anyone shed any light as to why this image would be rejected as "Non-Compliant Image"?  It doesn't contain any logos, the hand is mine and I submitted it with a model release etc.  It was keyworded with "mobile phone, shattered, shattered glass, dropped phone, phone, smashed, smashed screen, broken screen, glass, smashed mobile, telephone, broken, cell, cellular, damage, damaged, isolated, mobi, technology, cutout, white background".

I've had some strange rejections in the past, but I just can't understand this one.
