I see compression artefacts, sharpening problems, aliasing and other errors. Each of those would trigger the refusal.

Lines are jagged with a low-res appearance.

Hi. Maybe it's because the outlines are uneven and sometimes missing altogether. Also, the outlines appear to be blurred. There are also some errors - e.g. does not hold the boy's hand properly on the flowers.
