    The white balance is off. There are artifacts. The highlights are overexposed and the shadows are underexposed. The foreground is not level. The photo's focus is too soft.

    Shoud be refused.

    1. Main reason - chromatic aberations and dead highlights.

    2. Need to be straightened.

    3. Too cool wb.

    In addition to the issues noted by @Ricky336  and @RALPH_L, it appears that the details are crushed. Was this taken with a cellphone camera?
