Image Sales with Variable Pricing

Who sets the price at which the image is sold? I notice that images are sold differently; an image I considered sensational was sold for $0.33, while another of lower quality was sold for $1.36. What should be done to sell all images at a higher price? 
 

What is the maximum price at which an image can be sold? I’m referring to purchasing the standard license; I doubt anyone would ever buy an image with a $60 extended license.
