One of them was initially approved, and then, after half an hour, the reviewer changed his mind.

Yet, Adobe stock is full of similar images, for example:

I can only imagine that the building in the background is copyrighted. Images that have been accepted in the past may no be acceptable today because of changing rules. It's not static.

It crossed my mind that it might be the reason. But, then, only a small or a very small part of the facade is visible, and in the background, out of focus.
