I am a contributor on the Adobe Stock website. My sister and I both contribute, but we only have one laptop. Can we have two different contributor accounts on the same laptop?

Yes, it you must be very careful to each submit only the assets you have created to which you hold copyright and not upload the same images on 2 different accounts.

Yes, no problem as long as the contributor ID's are different.
