I'm cloudy regarding this issue. Are they saying all red bows are IP of Disney because Minnie Mouse wears them? I don't know what is causing the IP refusal.
I could have sworn I already asked this question, but never saw any responses, lol, I think I'm losing my mind.
As @Ricky336 and @RALPH_L say and yourself think, I would guess that the shoes are a problem, as they are quite ditinct design. At least I did not see anything that would look like a logo.
@Nancy OShea : As for the file name, there is no indication that the keywords or the image title are derived from this, but some titles or keywords may also contain IP protected words, that may result in an IP refusal.

No problem. Anyway, I've been giving this image more thought. I looked up pictures of Minnie Mouse's bow and it actually comes in a variety of different colors, some plain, some with polka dots. And the shape of the bow that Minnie wears is higher at the top compared to the bottom.
As for the image itself, it appears that the bench she is sitting on kind of fades away to nothing as it blends with the sidewalk in the background. Maybe the refusal reason was incorrect? Just throwing that out there.
