    An emphatic NO.

Regardless of which WiFi you use, multiple accounts are not allowed,

The system will likely reject your application even before you upload your tax information.

If your account was only recently blocked, there’s still a chance that it will be restored.

Same answer. No.You will still have to submit your tax info, which would identify you. You need to wait.

my previous account was banned on a specific IP/device, and now i am  using a new account with different ID details on the same Wi-Fi/IP — is it safe or still at risk?

So I want to change my IP address or change my device  now to reduce the risk on my new account. Is that a good idea? is its possible that my account is safe after changing the ip

Same answer. Not safe. If you created a second account, you are risking a permanent ban.

Yes. If your account was suspended, opening a new account is grounds for a further suspension.

After my account was banned, I am using another account on the same Wi-Fi device. If I change the device now, will it be safe or not? and i will be able to withdraw money with new wifi device address

As soon as you attempt to withdraw funds, Adobe will investigate and your second account will likely be banned and your funds will be forfeited.

An attempt to open a new account while your present one is not allowed and is likely to be either rejected or ultimately banned as well. In addition, more than one account is no longer allowed. If your existing account is re-opened following an investigation, you’ll automatically be breaking the rules and risk the potential for a permanent ban.

Can I use the same Wi-Fi (without changing the WIFI IP) to create a new account with different ID card details, and will it be safe or not?
