So I'm using Copilot to generate keywords for my vectors, is it safe to use the keywords "illustration, graphic, symbol, icon, vector, element" ??

There's nothing objectionable there. But without seeing it, we don't know if those are the best keywords.

Symbol, graphic & icon are synonymous.

Sure, why not? Have you read the Adobe Stock help pages relating to titles and keywords?
