Can you explain the technical issue in this pic??

The two main issues are the lack of sharp focus and the poor effort at cutting out the objects from their background. The edges are quite jagged in some areas. Had it not been rejected for technical reasons, it probably would have been rejected for IP violation, since these are someone's artistic creation. If you're the artist who created them, you would have to submit a property release.

Improve your photoshopping skills:

I could have taken any part of your cutout work, as any part would give the moderator leverage to refuse the picture. Cutouts take time and need to be done correctly. Objects do not fade abruptly into the background, but there is some intermixing. The easy way to get this result is to photograph the objects against an appropriate background.
