Hello,

Your picture is overexposed as indicated by the histogram:

There are a lot of light areas which is indicated by the histogram showing pixels on the right - there is a spike right against the edge of the graph. As you zoom in as well, there are signs of noise.

Why .png and not .jpeg? The photo has overexposed highlights and little contrast. The car has a number of IP issues.

The image is overexposed, particularly in the blownout sky. Had it not been rejected for quality issues, it would have received an IP rejection based on the visible logos on the car.

I don't know about quality issues, but as well as fixing the quality you will need signed permission ("property release") from the maker of the car in the background. Did you file one?
