I have tried several tools and find that Microsoft Copilot with the proper prompt is best.
After loading the prompt, I upload the images, one at a time. Bing analyzes my image and gives me the title and keywords.
The trick is fine tuning the prompt.

There are many solutions for keyword generation; just Google "generating keywords for stock images". I don't use any of them myself because the built in keyword tool on the Adobe Stock submission page is pretty good. The external keyword generators can create inappropriate keywords and leave out important ones, so you still need to review them very carefully and re-arrange them in order of importance.
