mission payment

Hi, I've been a contributor for a few years. At one point, I had a balance of $1, but I didn't see any updates from photo sales.

This year, I joined an open mission, was accepted, and received some payment. However, when I try to initiate a payout, the button doesn't turn blue even I have all the tax and thing. Do I need to wait for a download and the 45-day period, or is there another way? Thanks!
