I had opened a few Adobe Stock Contributor accounts a long time ago, but later deleted them.
Now I checked all my Gmails, currently there is no Adobe Stock account active.
But I am sure that I had opened account before and later deleted it.
Now I want to know, can I open a new Contributor account again with my information/email?

 

Since I am under 18, I would like to use my mother’s National Identity Card for verification. Is this allowed? Should I proceed with creating a new account using my mother’s ID? I am very interested in working with Adobe Stock.

You cannot use another person's identity to create an account. That is considered fraud. You also need to have a taxpayer ID and submit your tax form to open an account. Just wait until you're at least 18, and do it properly.

You must be 18 to open an account. Anything else is a violation of the terms and your account will be blocked.
