is there a problem if me and my brother both use to login to adobe stock contributor account with same public ip?

There is no problem with other Contributors sharing the same IP address. However, if you and "your brother" are really just "you", Adobe will block your accounts. There have been numerous reports here and in the Stock Discord channel of Contributors creating accounts in the name of their family members, then having them all shut down for violating Adobe's Terms and Conditions,

No, that's not a problem.

What is a problem is, when your brother is a shorthand for your second account. I won't say that this is the case. But you will need to be careful not to upload the same assets to both accounts.
