My photo was rejected for quality issues. I think it's because of the floating quai that's blurry.

The photo is long exposed, I guess it would be expected that a floating quai would be blurry. Is that the sole reason or it might be something else ?

Noise, blur, white balance, leaning verticals and leaning horizon are the issues I see after just a quick look. THe blurry floating dock in the foreground is definitely a reason for rejection.

Exposure like @daniellei4510 said plus I believe the horizon line is not level.

It's underexposed and some of the highlights are clipped. A bit on the cool side for color.
